lttng load [--all] issues misleading message when there are no sessions to load

Description

On a system where no LTTng sessions have yet been saved, you have this:

$ lttng load --all
All sessions have been loaded successfully
$ lttng list
Currently no available tracing session

The lttng load response is misleading because nothing has been loaded. lttng load [--all] should detect the no-saved-sessions case and respond by stating 'Found no tracing sessions to load'. This should probably return error code 4 (command warning) as well.
