Split out lttng-ctl.h from lttng.h

Description
The current lttng.h goes with the liblttng-ctl library. This can be confusing, since "lttng" represents a lot of things. This particular file could be renamed to lttng-ctl.h, to respect usual naming conventions.
A high-level wrapper named "lttng.h" could also be added.

2.2 RC1 is out so I'll flag this one to "unknown target version" for now. If anyone wants to contribute a patch, it will be very welcome any time!
As a quick note on that, we've started doing that with new features such as snapshot.h, health.h and lttng-error.h.
Of course, we should split the current lttng.h also into more meaningful component.
